The European Parliament\u2019s three biggest political groups, backed by the Greens, have reached a compromise deal on the reform of the EU\u2019s emissions trading scheme ahead of a decisive vote in plenary next week.<\/p>\n

The agreement, reached on Tuesday evening (14 June) by the centre-right European People\u2019s Party (EPP), the Socialists and Democrats (S&D), and the centrist Renew Europe (RE), was presented to the press the following day.<\/p>\n

Its main elements are:<\/p>\n

  • Emissions reductions from industries covered by the ETS will reach 63% by 2030 compared to 2005 levels. This is up from 61% under the Commission\u2019s original proposal.<\/li>\n
  • A phase-out of free ETS allowances for industry between 2027 and 31 December 2032. (Commission proposal: 2026-2035).<\/li>\n
  • The EU\u2019s new carbon border adjustment mechanism (CBAM) would start applying as of 2033 in replacement of free allowances. But if CBAM is delayed or suspended, a \u201csafety net\u201d will apply with continued free allowances until CBAM eventually comes into force.<\/li>\n
  • The Linear Reduction Factor, which defines the annual cap on CO2 allowances available for auction, will reach 4.6% by 2029. It will be reduced by 4.4% annually between 2024 and 2026, and by 4.5% between 2026 and 2029.<\/li>\n
  • A gradual \u201crebasing\u201d of the overall ambition level was agreed. 70 million CO2 allowances will be withdrawn from the market when the revised ETS comes into force. And then 50 million more will be taken out in 2026.<\/li>\n<\/ul>\n

    Satisfaction all around<\/b><\/p>\n

    The compromise deal will now be presented to the European Parliament for a plenary vote on 22 June. If it goes through as expected, Parliament negotiators will then defend the text during three-way talks with EU member states and the European Commission to finalise the reform.<\/p>\n

    Jytte Guteland, a Swedish MEP from the S&D group who voted against the reform in a surprise move last week, said her faction was now satisfied with the compromise.<\/p>\n

    \u201cYes, we believe it is better, we have reached a balance,\u201d she told EURACTIV. Guteland was particularly happy with the increased ambition for the Linear Reduction Factor, saying it will be doubled in comparison with the European Commission\u2019s initial proposal.<\/p>\n

    \u201cI think that is important because the commission didn\u2019t double the LRF. They said they did but they actually didn\u2019t do that,\u201d she said.<\/p>\n

    The EPP was equally satisfied, saying its main objectives were achieved.<\/p>\n

    \u201cFirst of all, we want to reach the targets\u201d defined under the EU climate law to reduce carbon emissions by 55% before the end of this decade, said Esther de Lange, a Dutch lawmaker from the EPP group, which is leading the ETS reform talks in the European Parliament.<\/p>\n

    The second objective, she said, was to provide \u201cbreathing space\u201d for European industries, which \u201care operating in a very difficult economic situation\u201d caused by inflation and rising energy prices fueled by the Ukraine war.<\/p>\n

    According to de Lange, this objective was achieved with the one-year delayed start date for phasing out free allowances for industry \u2013 in 2027 instead of 2026.<\/p>\n

    \u201cWe want to make sure that industry has breathing space to invest, to innovate to become greener, and therefore to keep jobs in Europe,\u201d de Lange explained.<\/p>\n

    Emma Wiesner, a Swedish lawmaker from Renew Europe, gave further insights into the deal regarding the \u201crebasing\u201d system. \u201cThe S&D wanted a higher rebasing, the EPP absolutely did not want a higher rebasing,\u201d she explained, saying the solution was found with an increase in the Linear Reduction Factor in 2029.<\/p>\n

    \u201cThis is the new element that was not voted on last week,\u201d she said. \u201cSo this means that the LRF will no longer be linear\u2026 it will be progressive\u201d.<\/p>\n

    Export rebates<\/b><\/p>\n

    Another important aspect for the EPP was the introduction of export rebates. Industries covered by the ETS currently receive free allowances for their entire production, regardless of whether it is exported or not. With CBAM eventually replacing free allowances, many expressed worries about a loss of competitiveness on global markets.<\/p>\n

    To address this, the compromise deal extends the regime of free allowances for sectors that are dependent on exports. The rebate will apply only to the share of production that is exported, de Lange explained.<\/p>\n

    The Commission will then make an assessment to assess whether the regime is compatible or not with World Trade Organisation rules.<\/p>\n

    With the Parliament\u2019s three biggest political groups on board, MEPs had high hopes that the reform will be voted through next week.<\/p>\n

    \u201cThe deal is a good deal. No one will claim victory, no one will claim loss. We all got a good deal out of it,\u201d said Mohammed Chahim, a Dutch S&D lawmaker who is steering the CBAM proposal through Parliament.<\/p>\n

    \u201cAnd much more important is that we will carry through this very important piece of legislation with strong support from parliament.\u201d<\/p>\n

    \u201cI hope next week we can get this through Parliament so we can start negotiating with the council because it\u2019s very important that we finalise this piece of legislation as soon as possible,\u201d Chahim said.<\/p>\n
